The Digital ID is here and nobody seems to be talking about it. It has crept in under the guise of a supposedly convenient health database, which is obligatory for all patients to join. There is no allowance to opt out of sharing data with third parties despite the threats to privacy etc.

The digital health strategic implementation roadmap is part of Digital for Care 2030.
This roadmap details the HSE's plans for digital health transformation in Ireland.
Their aim is to improve health services for both patients and staff, making it more modern and accessible but there are grave concerns about the loss of freedoms.

Ireland's digital health records for all patients through the Health Information Bill 2024 has passed through both Houses of the Oireachtas and aims to be in operation within 2024:
With this Bill, the Government of Ireland proposes to give itself powers far beyond the scope of health. Your data could be used to control every aspect of your life. If there was to be another lockdown you could become a virtual prisoner.
The people of Éire need to act URGENTLY to protect their bodily autonomy and their freedoms. This draconian legislation will take their rights and disregard their privacy.
The Health Information Bill for Ireland for Ireland is derived from a European directive, the EHDS. which penalises member-states for non-compliance. One of the particularly concerning points is that EHDS requires access to Secondary use of your health data.
Points 1 and 8 below are particularly significant
1. The European Health Data Space (EHDS) sets out a common EU framework allowing for use of health data for research, innovation, public health, policy-making, regulatory activities and personalised medicine. It will draw on the creation of a new and decentralised EU infrastructure for secondary use of health data (HealthData@EU) that will connect health data access bodies which should be set up in all Member States. "Researchers and innovators from third countries can access data for secondary use under the same conditions and requirements as those from inside the EU.
9. All Member States will be required to participate in the EU-infrastructure for secondary use (HealthData@EU) to facilitate cross-border studies".

The Bill was approved by Government and published in July 2024. It was passed by both Houses of the Oireachtas on September 25th 2024.
The patient summary includes their health data which is tied to their PPS number and Eircode.

Making it a "duty to share" could have legal implications if you wish to keep your health data private or if do not wish to comply for any other reason.
Better information for Public interest purposes refers to "Secondary data sharing" means that there are third party agencies and bodies who will have authority to access to such data by researchers, companies or institutions.
While sale of health data is not new, it is an encroachment on your personal rights - when you do not have the right to opt out as the HSE is creating a digital record for "all patients in Ireland". Your basic right to live freely with bodily autonomy and integrity intact without hindrance and interference, is the profound right to say 'YES' and equally the right to say 'NO' and this should be non negotiable.
Data has become the fastest-growing, most powerful and lucrative industry in the world. In this model, you are the commodity that the global corporations are benefitting from.
There are questions to answer about the security threats to the centralisation of data.
Partnership on your health decisions sounds like a great idea for your primary data and related healthcare decisions. Is the partnership equal or are you surrendering your autonomy to the HSE, and their masters.

The Bill will provide a clear legal basis for the establishment of Digital Health Records for everyone in Ireland, giving patients easier access to their own health information.
Minister for Health Stephen Donnelly will today introduce the Health Information Bill 2024 through Second Stage in the Dáil.

The Health Information Bill is part of a suite of measures that will make a huge difference to the quality and effectiveness of our health and social care services into the future. Later this year we will roll out a new Patient App, while a National Shared Care Record will be implemented in 2025."
